Constitutional Limitations of State Growth Management Programs
This article focuses on the under-analyzed facet of growth management efforts- their constitutional limitations. The goal is to aid policymakers by providing an analysis of successes and failures of existing state growth management plans. The author first analyzes the general structure of growth management programs in three states: Florida, Oregon, and Vermont. Then the author discusses several different constitutional topics in which he examines the best ways in which any constitutional deficiencies could be corrected while still meeting the goals of growth management. These topics include relevance of regulatory takings, unlawful delegation of power, standing, and due process. The author then concludes with suggestions for lawmakers to avoid breaching the constitutional limits upon state growth management efforts

Disaggregating the Relative Influence of Genetic, Environmental and Individual Factors on LCL and HDL Cholesterols and BMI for a Sample of African American (AA) Mothers and Daughters
There are many reports about the associations between blood lipids, body mass index (BMI) and dietary cholesterol intakes both within the individual and between related individuals. The purpose of this descriptive research project was to investigate the relationships between LDL and HDL cholesterols, body mass index and dietary cholesterol intakes for a sample of African American (AA) mothers and their daughters and to attempt to separate the contribution of genetic versus environmental factors. Mother and daughter participants (n =42 and 66, respectively) were 12-14-hours fasted when blood samples were drawn, heights and weights measured, and 24 hour food recalls completed
Manipulating Managed Execution Runtimes to Support Self-Healing Systems
Self-healing systems require that repair mechanisms are available to resolve problems that arise while the system executes. Managed execution environments such as the Common Language Runtime (CLR) and Java Virtual Machine (JVM) provide a number of application services (application isolation, security sandboxing, garbage collection and structured exception handling) which are geared primarily at making managed applications more robust. However, none of these services directly enables applications to perform repairs or consistency checks of their components. From a design and implementation standpoint, the preferred way to enable repair in a self-healing system is to use an externalized repair/adaptation architecture rather than hardwiring adaptation logic inside the system where it is harder to analyze, reuse and extend. We present a framework that allows a repair engine to dynamically attach and detach to/from a managed application while it executes essentially adding repair mechanisms as another application service provided in the execution environment
Sensory Neurons and Schwann Cells Respond to Oxidative Stress by Increasing Antioxidant Defense Mechanisms
Abstract Elevated blood glucose is a key initiator of mechanisms leading to diabetic neuropathy. Increases in glucose induce acute mitochondrial oxidative stress in dorsal root ganglion (DRG) neurons, the sensory neurons normally affected in diabetic neuropathy, whereas Schwann cells are largely unaffected. We propose that activation of an antioxidant response in DRG neurons would prevent glucose-induced injury. In this study, mild oxidative stress (1 ÎĽM H2O2) leads to the activation of the transcription factor Nrf2 and expression of antioxidant (phase II) enzymes. DRG neurons are thus protected from subsequent hyperglycemia-induced injury, as determined by activation of caspase 3 and the TUNEL assay. Schwann cells display high basal antioxidant enzyme expression and respond to hyperglycemia and mild oxidative stress via further increases in these enzymes. The botanical compounds resveratrol and sulforaphane activate the antioxidant response in DRG neurons. Other drugs that protect DRG neurons and block mitochondrial superoxide, identified in a compound screen, have differential ability to activate the antioxidant response. Multiple cellular targets exist for the prevention of hyperglycemic oxidative stress in DRG neurons, and these form the basis for new therapeutic strategies against diabetic neuropathy. Antioxid. to strengthen flat glass. We studied film formation, interfacial and mechanical
properties of the film. The film is highly cross-linked with a 6 GPa Young's
modulus and good adhesion. Our results suggest that crack face bridging
accounts for most of the 75 % reinforcement in this system

Resonance transition 795-nm Rubidium laser using 3He buffer gas
We report the first demonstration of a 795-nm Rubidium resonance transition laser using a buffer gas consisting of pure {sup 3}He. This follows our recent demonstration of a hydrocarbon-free 795-nm Rubidium resonance laser which used naturally-occurring He as the buffer gas. Using He gas that is isotopically enriched with {sup 3}He yields enhanced mixing of the Rb fine-structure levels. This enables efficient lasing at reduced He buffer gas pressure, improving thermal management in high average power Rb lasers and enhancing the power scaling potential of such systems
Wikipedia as informal self-education for clinical decision-making in medical practice
Background For almost any topic, a Wikipedia page will appear among the first ten items of a search online. Wikipedia is also a site whose quality and reliability has been called into question. Methods In this paper, we aim to discuss medical practitioners’ use of Wikipedia, what this consists of and what it might be. We consider the context and history of Wikipedia before discussing the relationship between Wikipedia and the medical profession. In so doing, we will consider Wikipedia as a means of informal self-education and the extent to which it might inform clinical decision-making. We compare with the existing literature results from our two small-scale empirical studies of Wikipedia and clinical decision-making. Results Notwithstanding issues over quality and reliability, Wikipedia’s rules on verifiability are such that its articles are very heavily referenced, and this is just as true of health-related articles. The Cochrane/Wikipedia Initiative in improving the quality and reliability of medical and health pages in Wikipedia is significant in increasing reliability. Our respondents largely concurred with the results from earlier studies on the use of Wikipedia by medical practitioners. Conclusion Perhaps the very doubt over Wikipedia’s accuracy is its greatest strength as a means of informal education of doctors. That medical and health articles on Wikipedia can be so fully referenced and still be doubted is arguably a good thing and one whose effects may be spread into other, more trusted, publications. Hence, one might envisage a future where no one source is taken automatically on trust. Keywords Wikipedia, informal education, continued professional development, medical education
